Scaleups and enterprises that plan a dedicated technology or R&D unit must select a location and an ownership model. This whitepaper examines Durana Tech Park in Albania as a location, and Build-Operate-Transfer (BOT) as an ownership model.

What the park is

Durana Tech Park is the first science and technology park in Albania. It is between Tirana and Durrës, the two largest cities in the country. The Albanian Investment Corporation is the authorised developer. The Council of Ministers gave this authority in Decision No. 185 of 27 March 2024.

The park opened in April 2025. Its first residents included companies and academic institutions. The Albanian government expects the park to make more than 5,000 high-skill jobs.

Published incentives

Published sources give these incentives for activity in the park:

  • Corporate income tax: 0% for 15 years.
  • Personal income tax: Exemption on salaries for 10 years, for personnel in research and development. This includes developers.
  • VAT: Exemption on goods, equipment, and services that the park uses for innovative products.
  • Customs: Simplified procedures.
  • Residence: A residence permit of five years for members of the park.

This list is not tax or legal advice. Conditions can change. Get advice about your company before you make a decision.

Why it can suit a dedicated unit

A dedicated unit has high initial costs, and most of these costs are for people. The published tax incentives apply directly to this type of cost and to the profit of the unit. The park is also for technology, research, and collaboration with universities. Thus, a unit can work near companies and institutions in the same field.

The tax incentives are only one part of the decision. The available skills, languages, travel time, and data protection requirements are also important.

How BOT applies

Orchestron designs and delivers BOT engagements. Each phase has a different task in the park:

  • Build: The partner sets up the legal entity, the workspace, the technology, and the initial team.
  • Operate: The partner operates the unit for a defined period. This period is typically two to four years. The unit works only for you.
  • Transfer: At the agreed milestone, you get full ownership of the entity, team, knowledge, and intellectual property.

Read our whitepaper on Build-Operate-Transfer for more information about this model.

What to check

Get clear answers to these questions before you sign an agreement:

  • Does your planned activity qualify for each incentive?
  • When does each incentive period start?
  • Can the incentives continue after the transfer of ownership?
  • Which space and services are available on your start date?
  • How do the data protection rules apply to your data and your clients?
